There is always a dispute over when a solar maximum has passed. In my view it is based upon the precipitous decline in the number of active sunspots. This is an indication that the Sun’s poles have flipped.
Sunspots are always dangerous, no matter at what stage in the solar cycle they occur. As of this writing, the ones that remain continue to be vigorous and dangerous – mainly because of recent cometary encounters (i.e. Comet 3I/ATLAS) – yet, they are still in decline.
